  • Juan Marquez – Superintendent

    25 Years with West

    Juan began his West career in 1999 as a laborer, running signs and doing hand work in the field. Within a couple of years, he transitioned to operating heavy equipment, learning to run all types of machinery. After approximately 15 years in the field, he moved into a foreman role, and for the past five to six years has served as a superintendent. His journey exemplifies West’s commitment to promoting from within, as he has experienced every aspect of the company from ground-level labor to project management and estimating.

  • Noah DeRousse – Logistics Manager

    8 Years with West

    Noah joined West in 2017 as a mainline paver operator, bringing 20 years of field experience. In 2024, he was promoted to field safety coordinator, working with the teams he had trained and grown up working with. After six months, operations recognized his potential and moved him to logistics, where he now controls all asphalt trucks for the company. His progression from field operator to safety coordinator to logistics manager demonstrates West’s commitment to recognizing talent and providing advancement opportunities.

Asphalt Milling Laborer

The Asphalt Milling Laborer plays a key role in supporting ground operations for the Roto-milling machine. This position requires hands-on work in various aspects of asphalt milling, including equipment maintenance, material handling, and general labor tasks. The ideal candidate should have experience in the asphalt industry, a strong work ethic, and the ability to work in a physically demanding environment while maintaining safety and efficiency on the job site.

Essential Job Functions

  • Assist with ground operations for the Roto-milling machine.
  • Perform general labor tasks such as luting, cleaning, and removing excess asphalt.
  • Support crew in coordinating dump trucks and other site logistics.
  • Help with daily preventative maintenance of the milling machine.
  • Maintain a clean and safe work environment, adhering to all safety standards.
  • Perform additional duties as assigned.

Qualifications

  • Minimum 1 year of experience in the asphalt industry (required).
  • Familiarity with milling machines (required).
  • CDL Class A license with Tanker Endorsement (Preferred).
  • OSHA 10 Certification and Work Zone Technician/Flagger Certification (required).

As an NB West Heavy Equipment Operator for our Asphalt Division, you’ll play a vital role in our asphalt paving projects. Operating heavy machinery such as pavers, rollers, mills, distributor trucks, road wideners, broom trucks, and skid steers, you’ll be responsible for paving asphalt surfaces with precision and efficiency. Asphalt Distributor Driver and Laborer

The Asphalt Distributor Driver is responsible for safely operating a distributor truck to apply asphalt oil and emulsions to road surfaces in preparation for paving or maintenance. This role is critical to the successful completion of paving projects and requires precision, attention to detail, and compliance with all safety and environmental regulations.

Essential Duties and Responsibilities

  • Operate asphalt distributor truck to apply asphalt-based materials on roads, parking lots, and job sites.
  • Prepares truck for operation by inspecting general condition, checking fluid levels and tire pressure, and reporting any maintenance issues.
  • Load and unload asphalt oil and maintain control of spray bar and nozzles to ensure proper application thickness.
  • Monitor gauges and flow meters to regulate the amount of material applied.
  • Collaborate with the foreman and paving crew to ensure application meets job specifications.
  • Maintain clean and organized truck cab and equipment.
  • Follow all company, DOT, and safety regulations at all times.
  • Perform basic troubleshooting of equipment issues and assist with maintenance when needed.
  • Accurately complete daily driver logs, pre- and post-trip inspections, and other required documentation.
  • Transport distributor truck between job sites as needed.
  • Perform various labor tasks such as luting, cleaning, and removing excess asphalt.
  • Maintain clean and safe job sites, ensuring compliance with safety standards.

Qualifications

Project Manager/Estimator – Asphalt Construction

The Asphalt Estimator/Project Manager is responsible for bidding, planning, executing, and finalizing asphalt construction projects. This role involves managing project resources, schedules, budgets, and ensuring quality control throughout the construction process.

Essential Duties and Responsibilities

Estimating

  • Prepare detailed cost estimates by analyzing plans and specifications and performing quantity take-offs for DOT projects.

Project Planning

  • Collaborate with clients and stakeholders to define project scope, goals, and deliverables.

Resource Management

  • Excellent problem-solving skills, with an adaptable and flexible style in working with all types of individuals.

Preconstruction Manager – Asphalt Operations

The Preconstruction Manager is responsible for leading and managing all preconstruction and estimating efforts across general construction, concrete operations, and asphalt operations. This role works closely with leadership, operations teams, and project managers to evaluate project opportunities, develop accurate and competitive bids, and support effective project planning prior to construction.

The Preconstruction Manager reviews RFPs, bid plans, specifications, and cost estimates to identify risks, define project scope, and coordinate resources. This position ensures consistency, accuracy, and efficiency in estimating practices while supporting a smooth transition from preconstruction to field operations.

This role promotes collaboration across departments, supports standardized processes, and provides insight into market conditions, project feasibility, and operational readiness to help drive successful project outcomes and overall company growth.

Essential Job Duties and Responsibilities

Preconstruction Leadership

  • Oversee the review of project plans, specifications, and contract documents.
  • Manage and maintain HCSS Preconstruction software, including estimate tracking and reporting.
  • Lead the development of detailed cost estimates, including quantity takeoffs, pricing, and scope analysis.
  • Identify project risks and develop mitigation strategies.
  • Direct and manage the preparation and submission of RFPs

Estimating & Bid Strategy

  • Establish and lead bid strategies.
  • Prepare and oversee the development of bid packages.
  • Evaluate and analyze subcontractor and supplier bids for completeness, accuracy, and value.
  • Collaborate with internal stakeholders to develop winning strategies and proposals.

Project Integration & Systems

  • Partner with Contract Admin to support project setup in Vista and HeavyJob systems.
  • Ensure accurate data transfer from preconstruction to operations systems.

Project Management Support

  • Provide estimating support for active projects as needed
  • Manage projects on an as-needed basic, depending on workload within the General Construction division.

Transition to Operations

  • Support the project transition from preconstruction to operations, ensuring a seamless handoff.
  • Assist with subcontractor buyouts and scope finalization.
  • Perform other duties as assigned to support departmental and organizational goals.

Required Skills and Abilities

  • Strong knowledge of construction plans, specifications, estimating methods, and cost control practices.
  • Proficiency in estimating and project management software, including HCSS, Vista, and HeavyJob (or similar systems).

Asphalt Plant Laborer

Asphalt Plant Laborer supports daily operations at our asphalt plants. This role involves assisting with plant maintenance, material handling, and general labor tasks to ensure efficient production of hot mix asphalt. The ideal candidate will have a strong work ethic, the ability to perform physical labor in various weather conditions, and a commitment to workplace safety.

Essential Duties and Responsibilities

  • Assist with plant operations, including batching hot mix asphalt, monitoring material flow, and communicating with haulers and jobsite personnel.
  • Perform general labor tasks such as shoveling, sweeping, and cleaning around the plant.
  • Support the front-end loader operator by maintaining material stockpiles and ensuring proper material feed.
  • Walk the plant site to identify and address maintenance issues, such as repairing belts, changing motors, and operating hand tools.
  • Assist in major plant repairs, including welding, torch cutting, and operating small hand-held tools.
  • Maintain accurate daily reports and ensure compliance with safety procedures.
  • Work in coordination with the plant operator and loader operator to troubleshoot and resolve equipment malfunctions.
  • Perform additional duties as assigned.

Qualifications

  • Previous experience in asphalt plant operations, construction, or heavy equipment operation (preferred).
  • Basic mechanical skills and experience using hand tools.
  • Ability to work in a physically demanding environment and perform manual labor.
  • Strong attention to safety and detail.
  • Willingness to work outdoors in varying weather conditions.
  • CDL Class A (preferred but not required).
  • OSHA 10 Certification (preferred).

Physical Requirements

  • Lifting and carrying up to 50 pounds sporadically throughout shift.
  • Standing, bending, twisting, walking and stooping continuously throughout shift.
  • Ability to climb fixed and portable ladders.

Working Conditions

  • Work is performed outdoors in all weather conditions, including extreme heat and cold.
  • Exposure to high temperatures, dust, and loud noise.
  • Work hours vary and may include extended shifts, night shifts, and occasional weekends.

Work Schedule

  • Monday through Friday and occasional weekends as needed.
  • Overtime as needed.
  • Day shift and Night Shift

    21 Years with West

    Rich started as a flagger and “grunt guy” 21 years ago, with an old-timer telling him he “didn’t know shit about asphalt” on his second day. This challenging beginning motivated him to learn and grow within the company. He spent 10-12 years on the back of a paver, then became a foreman for four to five years before transitioning to his current role as field safety coordinator. His journey includes returning to college – something he never thought would happen – demonstrating that growth and learning continue throughout one’s career at West.
